Abstract
These Regulations shall facilitate an efficient power market and a satisfactory quality of supply in the power system. The Regulations shall ensure that the system responsibility is exercised in a socially efficient manner, including taking public and private interests that are affected into consideration. They define principles for exercising the system responsibility by system operators and define duties of s system operator to regulate in appropriate manner electricity distribution and in general the power market. The Regulations also define duties of licensees and require them to inform the system operator about plans for new installations or changes in its existing installations that may affect other licensees in regard to the operation and utilisation of the regional and central grid system.
The Regulations specify requirements regarding reliability of supply and voltage quality. They provide for procedures in the event of dissatisfaction with quality of supply of energy by grid companies. Grid companies shall record short interruptions due to incidents in their own high-voltage installations. Terms and conditions of an supply agreement can not offer grid customers a poorer quality of supply than the minimum requirements laid down in these Regulations, unless a private agreement has been signed regarding derogation from requirements. The Norwegian Water Resources and Energy Directorate may in special circumstances grant exemptions from these Regulations.
