Regulation on the welfare of production animals.

This Regulation, made under the Animal Health Protection Act of 2009 and the Food Safety Act of 2003, also refers to the EEA Agreement and in particular to Council Directive 98/58/EC of 20 July 1998 concerning the protection of animals kept for farming purposes included in Chapter I of Annex I of the Agreement. The Regulations applies to all vertebrates that are bred or kept for the production of food, wool, skin or fur, or for other production purposes. The Regulation does not apply to: a) Fish, reptiles and amphibians. b) Wild animals. c) Animals kept exclusively for participation in competitions, exhibitions, exhibitions or other cultural or sporting activities. d) Experimental or laboratory animals. Animals shall not be kept for production purposes unless the animal's genealogy (genotype) or characteristics (phenotype) indicate that this can occur without adverse effects on the animal's physical or mental health or welfare. Animals must be cared for by a sufficient number of people who have sufficient skills, knowledge and professional skills to safeguard the welfare of the animals.
The owner or owner of animals shall document all veterinary treatment of the animals and the number of dead animals found at each inspection carried out in accordance with this Regulation. No drugs or other substances should be administered to animals, except if the purpose is therapeutic or preventive or is a zootechnical treatment which, inter alia, includes synchronization of the donor and the preparation of donor and recipient in connection with embryo implantation.
The Norwegian Food Safety Authority may in special cases grant exemptions from the provisions of these regulations and set conditions for the exemption, provided that this does not contravene Norway's international obligations, including the EEA agreement.
