Abstract
This Regulation sets out comprehensive rules to prevent, control, and eradicate infectious diseases among animals, with the dual aim of promoting animal health and safeguarding public health. It applies to all terrestrial and some aquatic animal species, including livestock, birds, and companion animals, and covers zoonotic risks (diseases transmitted between animals and humans). The regulation outlines basic responsibilities for animal keepers, including hygiene, treatment of sick animals, proper documentation, and disease reporting. It mandates training and biosecurity routines for commercial animal holdings, and includes specific requirements for gatherings like livestock exhibitions or open farms.
The regulation introduces strict controls on vaccination, disease surveillance, animal transport, and movement between herds, with detailed provisions based on the classification of diseases into categories A, B, and C. Each category triggers specific actions—from immediate isolation and destruction of infected animals to restricted transport and enhanced monitoring. National surveillance programs and isolation protocols are required before animals can be moved between monitored and unmonitored herds, with Mattilsynet (the Norwegian Food Safety Authority) playing a central enforcement role.
In the event of a disease outbreak, the regulation enables the establishment of risk zones and mandates emergency control measures, such as disinfection, animal culling, and movement bans. Special rules apply to severe diseases like anthrax and African horse sickness, including vector control and activity bans within designated zones. Violations of the regulation may result in legal consequences, and Mattilsynet is empowered to take necessary actions and issue binding instructions to veterinarians and related industries to contain and eliminate disease threats.
