Abstract
This Act provides for the regulation of acids and other hazardous chemicals. The Act requires permit for any person who wants to manufacture, export, sell or distribute acids or other hazardous chemicals. Other hazardous chemicals are defined as chemicals other than acid that can cause serious harm to humans and animals, and includes other organic and non-organic objects specified by the government in the gazette. The responsibilities or permit holders in respect of manufacture, import, export, storage, transportation, packaging or repackaging of acids and other hazardous chemicals are laid down.
The Act imposes restrictions on sale and purchase of acids and other hazardous chemicals. Only persons and entities mentioned in the Act are allowed to sell and purchase acids and other hazardous chemicals. Records of sale of acids and other hazardous chemicals must be maintained by the license holders. The Act specifies that the destruction or disposal of acids and other hazardous chemicals must be done in a way so as to not adversely affect humans, animal, aquatic animals, plants or environment. A Central Acids and other Hazardous Chemicals Committee is formed to advise the government and undertake other activities as required by the Act. Provisions for offences, penalties and compensation are laid down.
