Disaster Risk Reduction and Management Rules, 2076 (2019).

These Rules are framed in exercise of the powers under section 47 of the Disaster Risk Reduction and Management Act, 2074 (Act). Rule 3 lays down the functions, duties and powers of the Executive Committee in addition to those mentioned in the Act. Rule 4 provides for formation of an Expert Committee on areas mentioned in section 9(1) of the Act for such functions as provided. Further, the Rules contain the functions, duties and powers of the Authority, the District Disaster Management Committee, and the Local Disaster Management Committee. Rule 9 requires public institutions and commercial establishments to undertake the responsibilities mentioned in the Act and also install the fire control and disaster mitigation equipment prescribed by the Authority. The administration of the funds shall be as provided by the Rules. The coordination with security agencies must be done by the Authority.
