Abstract
This Act provides for effective coordination and management of all disaster management activities in order to protect the livelihood of the general public from natural and non-natural disasters and for protection of public and private property, natural and cultural heritage and physical structures. A National Council for Disaster Risk Reduction and Management is established under the Act and its functions, powers and duties are laid down. Executive Committee is formed to implement the plans and policy of the Council.
Further, the National Disaster Risk Reduction and Management Authority is established and its powers, duties and functions and provisions for administration are laid down. Similarly, Council and Executive Committee are formed at the provincial level. The Act also makes provisions for disaster management at the district and local level. The functions and duties of security agencies, weather forecast department, public organizations, commercial establishment, civil society and private sector are laid out in respect of disaster management. A disaster management fund is established and provisions for funds at district and local level are also made. The offences and penalties are laid down. The government of Nepal may declare any area as disaster prone area and international assistance can be sought. The minimum standard of relief including housing, food, water, health and sanitation must be provided to affected persons.
