Abstract
This Act provides for an Electricity Regulation Commission for the purposes of making the generation of electricity, transmission and distribution simplified, regular, systematic and transparent, to regulate the electricity tariff, and to protect the right and interest of the electricity consumers. Chapter 2 establishes the Electricity Regulation Commission (Commission) to regulate generation, transmission, distribution or the business of electricity. The provisions for appointment of chairperson and members, administration and management of the Commission are made.
Chapter 3 contains the functions, duties and powers of the Commission. The procedure to determine the tariff for electricity purchase and sale is laid down. The Commission is required to maintain competition, protect the interest of the consumers, increase organizational capacity, make policy suggestions to the government, resolve disputes, and collect service charge. Further, the Act lays down the functions and duties of the Chairperson and members of the Commission. Provisions in respect of secretary and employees of the Commission, and the funds of the Commission are also contained therein.
