Abstract
These Rules are made in exercise of powers conferred by section 41 of the Electricity Regulatory Commission Act, 2017. They provide for the procedure to appoint the chairperson and members of the Commission. The Rules lay down the criteria for fixation of electricity tariffs, electricity transmission and distribution charges, and other service charges. The measures to be taken for protection of consumers’ interest are set out. Further, functions, duties and powers of chairperson and secretary of the Commission are laid down. Provisions relating to internal control system of the Commission and requirement of professional conduct are made under the Rules. Other miscellaneous provisions in respect of share structure of electricity generating or supplying companies, minimum cost extension action plan, remuneration of members of Commission and the finances of the Commission are specified.
