Abstract
This Act provides for hygiene and quality of food products in Nepal. The Act outlines the responsibilities of the Nepal government and local authorities in maintaining food hygiene and quality standards. A committee is established to provide recommendations and advice on food hygiene and quality standards to the Nepal government. Establishing food production, processing, packaging, and storage industries requires approval from the provincial government. Food businesses must obtain licenses and comply with food safety and quality standards set by the provincial government. Licenses can be suspended or revoked if businesses fail to maintain food safety and quality standards.
Packaged food products must have labels with details such as the product name, producer’s name and address, ingredients, weight or volume, price, batch number, production date, and expiration date. Labels should be in Nepali or English, with Nepali given priority for products produced and processed within Nepal. Fresh vegetables and fruits sold without packaging do not require labeling. Producers, processors, and packagers must ensure compliance with hygiene and management systems, maintain clean production areas, and provide necessary information to authorities.
The Act contains procedures for collecting and testing food samples and guidelines for conducting inspections and monitoring food businesses for hygiene and quality. The Authority has powers to conduct emergency inspections and take necessary actions if food safety is compromised. Penalties for various violations related to food production, processing, storage, and sale are laid down and compensation is provided for.
