Abstract
These Regulations are framed in exercise of the power conferred by Section 74 of the Public Procurement Act, 2063. They lay down the rules for the preparation of procurement proceeding, procurement plan and cost estimate. Further, rules regarding procurement and selection are provided. The criteria for qualification of bidders supplying goods, construction works and services are given. The Regulations contain the provisions relating to bidding, documents to be provided, reporting and fees. The manner of opening proposals, evaluating technical and financial proposals, and their evaluation are also given. The provisions relating to procurement of ration is laid down. The procurement contract shall contain a remedy for the public entity in the event of breach of the procurement contract. Rules relating to transparency, conduct and monitoring are also provided.
