Abstract
These regulations are made in exercise of section 24 of the Seeds Act, 2045 (No. 15 of 1988). Chapter 1 contains the short title, commencement date and definitions. Chapter 2 provides for formation of sub-committees on seed variety approval and registration, plan formulation and implementation, and quality assurance and management. The composition, duties, functions and powers of the sub-committees are laid down. Chapter 3 contains the procedure for approval and registration of seeds, including application for seed variety registration. Chapter 4 lays down further functions, duties and powers of the Centre such as seed certification, dispute resolution, maintaining records of quality certificates and licenses, training to seed entrepreneurs, monitoring crop inspectors and seed testing laboratories. Chapter 5 makes provisions in respect of notification of seeds to be exported or imported and lays down the procedure for obtaining approval for the same. The rules regarding labelling are also provided. Chapter 6 contains provisions relating to seed testing laboratories, including the procedure for establishment, and lays down the duties, functions and powers of the Central and Regional Seed Testing Laboratory, and private laboratories. Chapter 7 makes provisions in respect of crop inspector, seed sample collector and seed analyst which includes procedure for them to obtain permits, and lays down their duties, powers and functions. Chapter 8 provides for the procedure to determine compensation for damage suffered due to the quality of seeds sold and distributed.
