Abstract
These regulations are made in exercise of section 24 of the Seeds Act, 2045 (No. 15 of 1988). Chapter 1 contains the short title, commencement date and definitions. Chapter 2 provides for formation of sub-committees on including technical sub-committee, seed variety approval and registration sub-committee, and quality assurance and management sub-committee. The composition, duties, functions and powers of the sub-committees are laid down. Chapter 3 lays down further functions, duties and powers of the Centre such as setting standards for seed quality control and certification, regulating and recording of seeds supplied, monitoring the market, granting approval for import or export of seeds, facilitating seed testing laboratories, coordination with various committees and developing a digital system for seed management.
Chapter 4 contains the procedure for approval and registration of seeds, including application for seed variety registration. It also makes provision for application for ownership rights, seed quality control and certification. Chapter 5 requires technical audit to be conducted for seed testing laboratories and lays down the functions, duties and powers of seed testing laboratories. Chapter 6 contain provisions for production, sale and distribution of seeds. It requires licence to be obtained and the procedure for the same is laid down. The rules regarding labelling are provided and procedure for permit for seeds to be exported or imported are also laid down. Chapter 7 makes provisions in respect of seed inspector and seed analyst, which includes conducting examination for their appointment and granting of licences. It also lays down their duties, powers and functions.
