Abstract
These Regulations lay down provisions concerning risk management programmes, as required under Part 2 of the Animal Products Act 1999, for ensuring that animal products are fit for their intended purpose, for the production and processing of certain animal materials and products. Part 1 regulates contents and general requirements, registration procedure, document control and reporting. Part 2 concerns operating practices for operator of a risk management programme, these include design and construction of premises, places, facilities, equipment, and essential services; Operation of facilities, equipment, essential services, and waste; cleaning, maintenance, and pest management; people hygiene and equipment; Examining, sampling, and testing; labeling and packaging. Part 3 regulates evaluation of a risk management programme in case of registration or significant amendment and Part 4 is on Verification, establishing matters, who is subject to verification, verification frequency and consequences. Part 5 applies to (a) the operator of a risk management programme; and (b) the operator of an animal product business that exports animal material or animal product and regulates traceability and recalls.
Part 6 regulates supply requirements to make animal products suitable for processing, these include farmed and game animals. Part 7 regulates animal material depots, transporters, further petfood processors, beekeepers, and dairy processors. Part 8 concerns monitoring and surveillance. Part 12 are offences.
