Abstract
The object of this Act is to minimize and manage risks to human or animal health arising from the production and processing of animal material and products and to facilitate the entry of animal material and products into overseas markets by providing the controls and mechanisms needed to give and to safeguard official assurances for entry into those markets.
Its 169 sections are divided into 11 Parts: Preliminary Provisions (1); Risk Management Programmes (2); Regulated Control Schemes (3); Animal Product Standards and Specifications (4); Export of Animal Material and Products (5); Game estates (5A); Homekill and Recreational Catch (6); General Obligations (6a); Officers, Powers, Etc (7); Recognised Agencies and Accredited Persons (8); Cost Recovery (9); Offences, Penalties, and Proceedings (10); Miscellaneous Provisions (11).
"Animal material'' means any live or dead animal, or any tissue or other material taken or derived from an animal. Part 2 generally requires all primary processors of animal material and products, and certain secondary processors of animal products for human or animal consumption, to operate under individually tailored registered and independently verified risk management programs. Part 3 makes provision for the imposition of regulated control schemes in the case individually tailored risk management programs are impracticable. Part 4 provides for the setting of animal product standards that set criteria that must be met for particular animal products to be treated as fit for their intended purpose, and for the setting of any technical specifications required to meet those standards.
