Abstract
This Act, consisting of 7 Parts and 8 Schedules, sets out the roles and responsibilities of individuals to safeguard public health, including the Minister of Health, the Director of Public Health, and designated officers for public health.
The Act, among other matters, aims to protect the health and safety of people and communities by promoting adequate supplies of safe and wholesome drinking water from all drinking-water supplies. It provides for: the Ministry to maintain a register of all drinking-water supplies and to issue or adopt drinking water standards; the imposition on drinking-water suppliers to monitor drinking-water, to comply with drinking-water standards and to implement risk management plans; the imposition of a range of duties on water carriers; the appointment of drinking-water assessors; the recognition of laboratories for the purpose of analyzing drinking water; etc.
The Act further contains provisions for: pollution of watercourses; the prevention of outbreaks or spreading of any infectious diseases; environmental health, infectious diseases, quarantine measures; offences; etc. Part 3 defines new Quarantinable infectious diseases, including Covid-19, Novel coronavirus capable of causing severe respiratory illness.
