Abstract
The purpose of this Act is to support a public health response to COVID-19 that (a) prevents, and limits the risk of, the outbreak or spread of COVID-19, (b) avoids, mitigates, or remedies the actual or potential adverse effects of the COVID-19 outbreak (whether direct or indirect); and (c) is co-ordinated, orderly, and proportionate, allows social, economic, and other factors to be taken into account where it is relevant to do so, is economically sustainable and allows for the recovery of MIQF costs; and (d) has enforceable measures, in addition to the relevant voluntary measures and public health and other guidance that also support that response.
Part 2 contains preventive measures, in particular the discipline concerning COVID-19 orders; Prerequisites for all COVID-19 orders, authorities, effects, forms, publication and duration, amendment, extension, offences, and powers for enforcement. Part 3 and 4 amends respectively the Civil Defence Emergency Management Act 2002 and the Oranga Tamariki Act 1989. The text has 3 Schedules as follow: Transitional, savings, and related provisions (1); Orders under section 70 of Health Act 1956 relating to COVID-19 (2); Infringement notice and reminder notice (3).
