Abstract
The New Zealand Receiverships Act 1993 identifies water supply as an essential service, ensuring its continuity during receivership. Under Section 40, suppliers are prohibited from discontinuing water services due to unpaid debts incurred before a receiver’s appointment. When a local authority’s assets are placed under receivership (Sections 40C–40D), the receiver assumes responsibility while maintaining essential public services such as water. The Act mandates that receivers’ actions must not endanger public health or safety by interrupting access to water.
