Abstract
This Ministerial Decision is composed of 9 articles. The management of the Turtle Nature Reserve is to be carried out according to the plan drawn up by the Ministry (art. 1). No admission to the reserve is permitted except after obtaining written permission issued by the Ministry. Visits to turtle nesting beaches at night must be accompanied by guides or observers. Other restrictions are specified in article 2. Article 3 provides exemptions to the provisions of article 2, such as individuals of the Sultan’s forces, the Royal Omani Police, and the population and fishermen that live within the Nature Reserve. Article 4 bans harm to nesting turtles inside the Nature Reserve or approaching them, disturbing them, or touching or collecting their eggs. Likewise, the cutting of trees or vegetation and harming wildlife inside the Nature Reserve is forbidden. Lamps are not to be taken outside and lighting fires is not permitted by nesting beaches (art. 5). Games are not allowed on nesting beaches nor is diving allowed in specified areas. Article 8 allows fishing in certain coves and areas plus the use of hooks and nets. The storage, drying, and repair of fishing equipment must be done away from nesting areas. Gill nets are to be banned from these areas. All who contravene the provisions of this decision are to be fined no less than 50 Riyals and no more than 300 Riyals. Additional fines are imposed on repeat offenders (art. 8).
