Resolution 15/2021 to issue Regulations governing the Export of Waste.

This Resolution, comprising 8 articles, prohibits the export of waste outside the Sultanate unless a license is first obtained from the competent authority and the prescribed fees listed in the attached Appendix are paid. To obtain a waste export license, the applicant must be a duly licensed institution or company authorized to conduct activities related to waste collection and transport, scrap trading, or waste management and recycling. In cases involving hazardous waste, written approval from the competent authorities in the importing country is also required. Additionally, exporters must comply with all environmental and technical requirements established by the Authority concerning the transport, handling, and packaging of waste. The Regulations provide that waste export licenses are valid for six months and may be renewed for similar periods. To ensure compliance, inspectors are allowed to enter establishments, inspect transportation means, and review records and documents. The Authority also has the power to suspend or revoke licenses when license holders violate the regulations. Furthermore, violations of the regulations are subject to administrative fines, with penalties doubled for repeated offenses.
