Abstract
This Law is composed of 3 articles plus an attached Annex which is composed of 14 articles. Article 1 states that the attached Law is in force. Article 2 amends Royal Decree No. 45 of 1975 and article 3 requires that the Decree be published in the Official Gazette.
The Annex is entitled The Water Resources Development Law. This provides for the terms of reference of the Water Resources Council. Article 2, 4, 7, 10, 12 and 13 define the responsibilities of the Water Resources Council. Articles 3,5,6,8 and 9 define the responsibilities of Ministries and Governmental Departments. The Water Resources Council is responsible for the issuing of licences and permits for the purpose of controlling the drilling of wells, or the exploration for the use of water from any source. The use of water, its storage, and its recharge are subject to the conditions specified in the licences. Whoever misuses, wastes or pollutes water resources will be subject to a fine (art. 10). The Council shall prepare a Water Code and shall issue regulations for the implementation of this Law (art. 13).
