Royal Decree No. 91 of 1986 defining the duties and responsibilities of the Environment Protection and Water Resources Council, and approval of its organizational structure.

This Royal Decree is composed of 3 articles and includes two annexes (A and B).
Article 1 authorizes the jurisdiction of the Environment Protection and Water Resources Council in accordance with Annex A. This Council is to pursue its objectives by its administration in accordance with its organizational structure. This is clarified in Annex B which is attached to this Decree and it consists of a diagram presenting the different positions within the Council and their hierarchical structure.
Annex A defines duties and responsibilities of the Environment Protection and Water Resources Council and is divided into two sections. Section 1 deals with environmental protection, requiring the Council to draw up national plans for environmental protection (8 rules). Section 2 deals with Water Resources and calls for the drawing of general policies for the development of water resources and their protection (7 rules).
