Abstract
This Decree renames the Ministry of Agriculture and Fisheries to the Ministry of Agricultural, Fisheries Wealth and Water Resources and approves its new competencies and organizational structure. It transfers to the Ministry all assets, budgets, rights, obligations, and responsibilities related to the Public Authority for Stores and Food Reserve, the water resources divisions, and the Food Safety and Quality Center from the former Ministry of Regional Municipalities and Water Resources.
Annex 1 outlines the new competencies of the Ministry as follows (i) it is responsible for developing policies, strategies, and legislation related to agriculture, livestock, fisheries, water resources, and food security. Its mandate includes promoting sustainable management and investment in these sectors, supporting scientific research, technology transfer, and capacity building for farmers, livestock breeders, and fishers; (ii) oversees the protection and development of agricultural, animal, and marine resources, including irrigation management, combating desertification, aquaculture development, food safety and quality control, and the regulation of agricultural and fish markets. It is also responsible for managing fishing ports and supporting private sector participation in agricultural and food security initiatives; (iii) in the field of food security, the Ministry develops and implements national food security strategies, manages strategic food reserves and storage facilities, monitors food stocks during crises and establishes integrated food security information systems; (iv) regarding water resources, it is tasked with assessing, managing and protecting water resources, promoting efficient water use and ensuring balance between water consumption and renewable resources; (v) it also coordinates with regional and international organizations, implements obligations arising from international agreements and represents Oman in conferences and meetings related to its areas of competence.
Annex 2 sets out the new organizational structure of the Ministry.
