Abstract
The Act consists of 38 sections divided into 6 Parts: Preliminary (I); The Cocoa Board (II); Finance, etc. (III); Cocoa Stabilization Fund (IV); Registration of cocoa dealers; Inspectors (V); Miscellaneous (VI).
The Cocoa Board is established under section 4 as a corporation. The Board shall, in accordance with any written directions given to it by the Minister, to control and regulate the growing, processing, marketing and export of cacao, cacao beans, cocoa beans and cocoa products and carry out other functions as set out in section 11. The Cocoa Stabilization Fund is established under section 19. The Board shall administer the Cocoa Stabilization Fund with the object of establishing price stabilization, price equalization and stockholding arrangements within the cocoa industry. The Board shall register cocoa dealers, exporters, manufacturers and processors pursuant to section 26. Registration may be cancelled if certain conditions have not been met by registered persons or premises. The Board may appoint Cocoa Board Inspectors for the purposes of the Board and the Minister may appoint Cocoa Inspectors for the purposes of this Act (sect. 27). Section 29 defines powers of Cocoa Inspectors in relation to export cocoa.
