Abstract
Section 2 declares that, subject to this Act, and to any other law, the Convention on the Prevention of Marine Pollution by Dumping of Wastes and other matter concluded at London in 1972 shall have the force of law. Section 3 places restriction on dumping into the sea and effectively prohibits certain dumping of waste at sea. Sections 4 to 9 make provision for the application for, granting and registration of permits to dump waste at sea. The Minister may appoint enforcement officers for the purposes of this Act. Being an Act: (a) to provide for the prevention of pollution of the sea by the dumping of waste and other matter which may create hazards to human health, harm living resources and marine life, damage amenities or interfere with other legitimate uses of the sea; and (b) to give effect in Papua New Guinea as far as may be, to the International Convention on the Prevention of Marine Pollution by Dumping of Wastes and other Matter, 1972, and for related purposes.
