Abstract
This Act provides for the establishment of the National Maritime Safety Authority and defines its functions and powers and internal organization.
The Authority is established as a body corporate and shall be responsible for maritime safety and operate to prevent marine pollution. The Board of the Authority shall carry out the functions, exercise the powers and manage and direct the affairs of the Authority. The Board shall prepare a corporate plan at least once a year and shall submit the plan to the Minister. The plan shall contain, among other things, an analysis of risk factors likely to affect maritime safety, marine pollution prevention and search and rescue operations at sea. The Minister may vary the plan in the light of: (a) government policies and programmes; and (b) the objects of this Act; and (c) any other considerations the Minister thinks appropriate.
