The Order adopts the Philippines’ Readiness in the Voluntary Forest Carbon Market: Roadmap (2026–2030) as a strategic framework to guide national participation in voluntary carbon markets, in line with climate commitments and existing environmental legislation. It outlines priority areas including policy development, data and monitoring systems, institutional coordination, and sustainable financing, covering both terrestrial and blue carbon ecosystems. Implementation responsibilities are assigned to key DENR bureaus, supported by systems such as forest monitoring and carbon databases, and complemented by financing mechanisms and reporting requirements to ensure transparency and effective execution.
