Abstract
This Regulation provides for establishment of an enhanced DENR Policy Development System (PDS) in compliance with relevant executive orders, and administrative orders. The text's objective is to strengthen the DENR's Policy Development System as an integral part of the Department's natural resources and environmental management processes, taking into consideration the anticipated and identified institutional, resource and system issues as well as various ways to stimulate and foster dedicated service to the Filipinos. Implementation of this Regulation is for the purpose of providing an effective and responsive policy development mechanism pertinent to current and emerging policy issues. The Regulation lays down organisational structure, formulation and issuance of different types of policies, policy process and policy development framework. The text consists of 11 Articles. The text includes 6 Annexes.

This Regulation shall take effect fifteen (15) days after its complete publication in a newspaper of general circulation and upon acknowledgement of receipt of a copy thereof by the Office of the National Administrative Register (ONAR), UP Law Center.
