Abstract
This Executive Order provides the Laguna Lake Development Authority (LLDA) with the authority to modify and improve its structure in order to effectively perform its role.
The Order also extended the scope of its jurisdiction. A strengthened statutory system was defined which granted the LLDA the power to: issue permits for the use of all surface water for any projects or activities including navigation, construction and operation of fish enclosures, fish corrals, etc.; issue standards, rules and regulations pertaining to specific aspects of pollution control; collect fees for the use of the lake waters; etc.
The Order further provides for the composition of the Board of Directors and for the capitalization and financing of the Authority.
