Abstract
These Implementing Rules and Regulations (IRR) are issued in accordance with Section 34 of Republic Act (RA) No. 11966, to implement the provisions of the Act. The regulations outlines infrastructure or development projects and services being implemented through PPP, including highways and land transportation, port and maritime infrastructure, energy efficiency and conservation, irrigation, water supply, health, land reclamation, urban development, agri-fishery industry, environmental and solid waste, and climate change. The text further refers to green financing in support of green growth, low-carbon, carbon avoidance, and sustainable development. The document consists of 194 Articles divided into XXVI Titles and among others provides for preparation of PPP projects prior to approval, approval of projects, unsolicited approvals, procurement of ppp projects, award and execution of the ppp contract, implementation of projects, tariffs, governmental undertaking, investment incentives, valuation of government assets, properties and rights, extension of projects, contract termination, PPP governing board, project development and monitoring, PPP risk management fund, and penal sanctions.
