Abstract
All mineral resources in lands privately or publicly owned within the territory and exclusive economic zone of the Republic of the Philippines are property of the State, which shall promote and supervise for their rational exploration, development, utilization and conservation while attentively safeguarding the environment and protecting the rights of affected communities (as ancestral rights). Surveys and subsequent mapping of all quarries shall be produced, and a regular monitoring of their operations in order to evaluate if they are still productive, if they are polluting the environment or are unproductive and have to be closed. Mining licence as exploration licence shall be granted to public and private enterprises by the competent authorities.
