Abstract
The Pakistan Plant Quarantine Rules, 2019, issued under the Pakistan Plant Quarantine Act, 1976, provide a comprehensive regulatory framework to prevent the introduction and spread of harmful pests and diseases through the import, export, and transit of plants, plant products, and related materials. These rules define key terms, establish phytosanitary measures such as inspection, testing, treatment, and certification, and require import permits and phytosanitary certificates to ensure compliance with international standards. They also mandate pest risk analysis and management, assign responsibilities to authorized officers and the National Plant Protection Organization, and regulate special cases including genetically modified organisms and packing materials, thereby safeguarding Pakistan's agriculture and environment from quarantine and regulated pests. The document consists of 103 Articles divided into XVI Chapters and has 10 Schedules.
