Abstract
The Sindh Protection of Human Rights Act, 2011, establishes the Sindh Human Rights Commission to protect human rights in the Province of Sindh. The Commission consists of members appointed by the Government, including a Chairperson who must have been a Judge of the High Court. The Commission is tasked with investigating complaints of human rights violations, recommending remedial actions, formulating policies to protect human rights, and visiting jails or institutions to assess living conditions and make recommendations. The Act outlines the powers and functions of the Commission, such as studying international human rights treaties, promoting human rights literacy, and appointing necessary staff. It also specifies the procedures for meetings of the Commission, including the quorum and the removal of the Chairperson or members under certain circumstances. The Secretary of the Commission is responsible for correspondence, record-keeping, and general administration. The Act establishes a Fund for the Commission, which includes grants from the Government, donations, and income-generating activities. The Fund is audited annually, and the budget is approved by the Commission. The Act also allows the Government to request information from the Commission and delegates powers to the Chairperson, members, or officers.
