Abstract
The purpose of this Act is to reduce the quantity and the harmfulness to the environment of materials and substances contained in packaging and packaging waste and the quantity and environmental impact of packaging and packaging waste on the stage of the production process, marketing, distribution and processing, in particular by producing clean products and the use of clean technologies. This Act lays down: (1) requirements for packaging placed on the market; (2) principles of recycling of packaging recovery; (3) management of packaging and packaging waste; (4) rules for determining and collecting the product fee. The present Act is composed of the following Sections: General provisions (Sec. 1); Register (Sec. 2); Management of packaging (Sec. 3); Management of packaging waste (Sec. 4); Recycling of packaging (Sec. 5); Product fee (Sec. 6); Distribution of packaged products and duties of a user of hazardous substance which are plant protection products (Sec. 7); Reporting on packaging management and packaging waste (Sec. 8); External audit (Sec. 9); Duties of public authorities (Sec. 10); Administrative fines and criminal provisions (Sec. 11); Changes in valid provisions (Sec. 12); Transitional, adjusting and final provisions (Sec. 13).
