Abstract
This Act lays down, in accordance with European Union regulations: (1) tasks, organization and functioning of the State Plant Health and Seed Inspection Service; (2) rules for the performance of tasks by the Inspection, in particular for carrying out controls; (3) organization and operation of laboratories conducting laboratory tests for the needs of the Inspection. The Inspection is financed by the State budget and supervised by the Minister of Agriculture and Rural Development. It has statutory responsibilities for the supervision of plant health, prevention of risks related to the use and marketing of plant protection products and the supervision of production and marketing of seed material. The tasks of the Inspection related to phytosanitary supervision include the assurance of appropriate health standards of plant material marketed in Poland, moved to other Member States of EU and imported from or exported to third countries.
The present Act is composed of the following Sections: General provisions (Sec. 1); Tasks, organization and functioning of the Inspection (Sec. 2); Rules for the performance of tasks by the Inspection, in particular for controls and other official activities (Sec. 3); Organization and functioning of laboratories conducting laboratory tests for the needs of the Inspection (Sec. 4); Penal provisions (Sec. 5); Amending, episodic, transitional, adapting and final provisions (Sec. 6).
