Abstract
Resolution of the Council of Ministers No. 61/2018 of 21 May approved the National Strategy for Equality and Non-Discrimination - Portugal + Igual (ENIND) for the 2018-2030 programmatic cycle, temporally and substantively aligned with the Agenda 2030 and supported by three Action Plans, which define strategic and specific objectives in terms of non-discrimination on grounds of sex and equality between women and men, preventing and combating all forms of violence against women, gender violence and domestic violence, and combating discrimination based on sexual orientation, gender identity and expression, and sexual characteristics. These action plans defined the concrete measures that were pursued in the first four-year implementation period, which ended at the end of 2021. As expected, an ongoing or formative assessment of the action plans was promoted, which was in charge of the Interdisciplinary Center for Gender Studies (CIEG), as an independent external entity, chosen for this purpose following a public procurement procedure.
Taking into account the results of the public consultations, the experience gained during the first implementation period of ENIND, from 2018 to 2021, and the conclusions and recommendations of the assessment carried out by the CIEG, it is important to approve the action plans for the period 2023-2026 and introduce adjustments to ENIND's governance, with a view to ensuring greater efficiency, strengthening and clarifying the functions of the CIG, as a coordinating entity, and rationalizing the number of Technical Monitoring Commissions, clarifying their functions and optimizing their composition. Thus: Under article 199 of the Constitution, the Council of Ministers resolves: 1 — To approve, for the period 2023-2026, and within the scope of the National Strategy for Equality and Non-Discrimination — Portugal + Equal (ENIND), the following new action plans: a) Action plan for equality between women and men; b) Action plan for preventing and combating violence against women and domestic violence; c) Action plan to combat discrimination based on sexual orientation, gender identity and expression, and sexual characteristics. 2 — Determine that paragraphs 5 to 8 and 10 to 13 of Council of Ministers Resolution No. 61/2018 are replaced by the following wording: «5 — Define, in each Action plan, the concrete measures to be developed between 2023 and 2026, as well as the respective product indicators, annual targets, coordinating entity and entities involved and associated budget. 6 — Designate the Commission for Citizenship and Gender Equality (CIG) as the coordinating entity of ENIND and the respective Action plans, to be assisted by three Technical Monitoring Commissions, one for each Action plan.
