Abstract
The National Strategy for Equality and Non-Discrimination — Portugal + Igual (ENIND) is based on a strategic vision for the sustainable future of Portugal, as a country that effectively fulfills human rights, based on the collective commitment of all sectors in defining the measures to be adopted and the actions to be implemented. This integrated approach enhances collaboration and coordination of efforts, valuing a common vision that simultaneously has a more structuring and sustainable effect on the future that we intend to build. ENIND marks a new programmatic cycle that begins in 2018, temporally and substantively aligned with the 2030 Agenda for Sustainable Development. It is based on three Action Plans on non-discrimination on grounds of sex and equality between women and men (IMH), on preventing and combating all forms of violence against women, gender violence and domestic violence (VMVD ), and combating discrimination based on sexual orientation, gender identity and expression, and sexual characteristics (OIEC).
ENIND integrates three Action Plans that define the Strategic and Specific Objectives until 2030, as well as the concrete measures to be pursued within the scope of these objectives, during the first four-year implementation period (2018 -2021). These objectives and measures are materialized in product, result and impact indicators, respective targets, responsible and involved entities, and associated budget. The Action Plans are: 1. Action Plan for Equality between Women and Men (PAIMH), ensuring governance that integrates the fight against discrimination based on sex and the promotion of IMH in policies and actions. - 2. Plan of action for preventing and combating violence against women and domestic violence (PAVMVD), eradicating social tolerance to the various manifestations of VMVD, promoting a culture of non-violence, human rights, equality and non-violence discrimination.- 3. Plan of action to combat discrimination based on sexual orientation, gender identity and expression, and sexual characteristics (PAOIEC), promoting knowledge about the real situation of the needs of LGBTI people and discrimination based on the OIEC.
