Decree-Law No. 10/2019 amending Decree-Law No. 38/2013 on the scheme for greenhouse gas emission allowance trading from 2013 onward.

This Decree-Law amends Decree-Law No. 38/2013 on the scheme for greenhouse gas emission allowance trading from 2013 onward. Amended article 17 establishes: a) 60% of the auctioning allowances shall be used to promote renewable energy by offsetting part of the total over-cost of the special scheme production from renewable energy sources each year up to a limit of 100% of that extra cost, including the extra cost of renewable co-generation production in its renewable fraction. In the event of a significant difference, for the purposes of paragraph a) of paragraph 3, between the actual revenues and the estimated revenues in the annual plan referred to in the preceding paragraph, may be authorized, in December of each year, by dispatch of the members of the Government responsible for the areas of finance and the environment, the transfer to the National Electric System of the differential value between said revenues. Article 3 establishes the National List of installations covered by the CELE scheme for a period of five years beginning on 1 January 2021.
