Abstract
This Decree-Law, consisting of 37 articles divided into and seven Chapters and four Annexes, regulates the greenhouse gas emission allowance trading scheme from 2013 onwards by finalizing the transposition of Directive 2009/29/EC of the European Parliament and of the Council of 23 April 2009 to improve and extend the Community scheme for greenhouse gas emission allowance trading. This Decree-Law transposes into National legislation Directive No. 2003/87/EC of the European Parliament and of the Council of 13 October 2003 establishing a scheme for greenhouse gas emission allowance trading. and amending Council Directive No. 96/61/EC, as amended by Directive 2004/101/EC of the European Parliament and of the Council of 27 October 2004, as regards (EC) No. 219/2009 of the European Parliament and of the Council of 11 March 2009 and Directive 2009/29/EC of the European Parliament and of the Council of 23 April 2009, with a view to improving and extending the greenhouse gas emission allowance trading scheme, referred as the CELE scheme.
