Abstract
This Decree-Law transposes in the National legislation Directive (EU) 2019/883 of the European Parliament and of the Council of 17 April 2019 on port reception facilities for waste from ships, with a view to better protecting the marine environment. In particular, it regulates the installation and use of port reception facilities for waste from ships calling at national ports, in order to increase the protection of the marine environment against the negative effects of waste discharges at sea, ensure the smooth operation of maritime traffic, improve the availability and use of suitable port reception facilities and the delivery of waste to these facilities and implement measures to control, monitor and reduce marine pollution. It applies to: a) all ships (any flag), calling at or operating in national ports, with the exception of ships dedicated to port services according to art. 1(2) of Regulation (EU) 2017/352 of the European Parliament and of the Council of 15 February 2017, warships, naval auxiliary units and ships owned or operated by a State and used exclusively for non-commercial public service purposes.
