Abstract
This Decree-Law, consisting of 16 articles and two Annexes, transposes EU Parliament Directive 2000/59 and the Council of 27 November on harbour reception facilities for ship-generated waste and cargo residues originating from vessels using national harbours. The purpose of this legislation is to regulate the installation and use of port reception facilities for ship-generated waste and cargo residues from ships calling at national ports in order to increase the protection of the marine environment by reducing waste at sea and marine pollution. This Decree-Law applies to: a) all ships calling at or operating in national ports, including fishing and pleasure boats, regardless of their flag, other than warships, naval units and ships being owned or operated by a State, are used solely for the purpose of a non-commercial public service; b) to all national ports normally scheduled by the vessels or in which vessels operate. Annexes deal with: Requirements for port reception and waste management plans; and Information to be notified before entry into port.
