Decree-Law No. 113/2019 implementing as a national legislation the Regulation (EC) No. 1099/2009 on the killing of animals reared or kept for the production of food, wool, fur or other products and the killing of animals for depopulation or related operations.

This Decree-Law aims at implementing as a national legislation the Regulation (EC) No. 1099/2009 on the killing of animals reared or kept for the production of food, wool, fur or other products and the killing of animals for depopulation or related operations. The direction, coordination and control of actions to be carried out to implement the Regulation, and of this Decree-Law, are under the responsibility of the Directorate-General for Food and Veterinary (DGAV), as national veterinary health authority. In the course of carrying out official inspections and controls, business operators shall allow access to the premises and other infrastructures and provide, as required, urgency and support, any documentation and records deemed necessary by DGAV for the assessment of compliance with the applicable legal provisions. Business operators shall inform DGAV of any changes to the information referred to in Article 14 (2) of the Regulation. Pursuant to Article 17 of the EC Regulation, slaughterhouses must have an animal welfare officer, who must have appropriate professional competence and training and hold a certificate of proficiency enabling him/her to carry out all operations carried out at the slaughterhouse by which they are responsible, except as provided in paragraph 6 of art. 17 of the Regulation.
