Abstract
This Order approves technical requirements for production and quality controls on propagative material and vegetable nursery stock (excluding seeds). Articles 1 and 2 define "propagative material", "planting material" and establish requirements for products sold in national or EU markets. Article 3 deals with quality standards and phytosanitary controls (in compliance with Decree-Law No. 154/94 of 28 May). Article 4 establishes quality controls on farms by competent authorities (IPPAA and CNPPA) and sets forth the basic principles with which such controls shall be carried out. Article 5 specifies requirements for trade certificates of propagative and planting materials. Article 7 specifies that this Order shall not apply to trade with third countries. Two (2) lists concerning vegetable species, specific diseases and harmful organisms are annexed to the text.
