Regional Legislative Decree No. 19/2003/A approving the Regional Water Plan.

The Regional Water Plan (PRA) constitutes the strategic and operational water resources planning instrument, which enshrines the foundations and major options of the water resources policy for the Region. PRA embodies the Region's participation in the National Water Plan, articulating itself in solidarity with its principles and guidelines. PRA main objective is a sustainable policy for the water resources of the Region, with the aim of achieving true regional and intergenerational solidarity in the management of such natural resources.
PRA was prepared according to the following principles: a) Overall: planning of water resources must focus on an integrated assessment of various aspects related to the resources in question, namely in the technical, economic, environmental and institutional aspects; b) Rationality: in the planning process the optimization of the various sources of water and the satisfaction of the various needs should be sought, articulating demand and supply and safeguarding the quantitative and qualitative preservation of water resources, as well as an economic application of financial resources; c) Integration: the planning of water resources should not be alienated from other policies for the rationalization and optimization of resources, namely sectoral, economic, territorial planning and environmental protection policies; d) Participation: no more planning without involving economic agents and populations in the process; e) Strategy: priority should be given to the decision-making level closest to the population.
