Abstract
The 5 Subchapters of Chapter 1 carry the following titles: General Provisions (I); Palau Maritime Authority (II); Fishery Zones (III); Regulation of Foreign Fishing (IV); Enforcement and Penalties (V).
Subchapter 2 makes provision for the establishment of the Palau Maritime Authority. The Authority shall issue foreign fishing permits, regulate the management of living resources in the Fishery Zone of Palau, negotiate and conclude foreign fishing agreements, and participate in the delimitation of the extended fishery zone (para. 123). Subchapter III provides for the establishment of a territorial sea of 3 miles, an exclusive fishery zone of 12 miles and an extended fishery zone of 200 miles. The Trust Territory Government, the Government of the USA and the Authority shall cooperate in the delimitation of extended fishery zone when it overlaps a zone of another nation (Para. 147). Subchapter IV is divided into the following paragraphs: Foreign Fishing Restricted (161); Foreign Fishing Agreement, exclusive authority of national government (162); Terms and conditions the Authority is to seek (163); Allowable level of foreign fishing (164).
