Abstract
This Act prohibits the distribution of plastic by retail establishments. Within two years following the effective date of this Act, retail establishments shall not provide plastic bags that are not biodegradable or compostable to their customers at the point of sale or prior to exit for the purpose of transporting groceries, food products, and other merchandise. No individual or business may import plastic products prohibited for distribution. There shall be put in place an educational program, which shall be funded by the Recycling Program pursuant to Chapter 16 of Title 11 of the Palau National Code. A Recycling Fund is established to finance the Recycling Program.
