Abstract
This Law is composed of 11 articles. Article 1 gives definitions and terms. Article 2 provides for the establishment of the Agricultural Quarantine Committee at the Ministry of Industry and Agriculture for the control on quarantine measures. Article 3 prohibits the release of any plant consignment unless a previous authorization from the Quarantine Competent Authority is obtained. Articles 4 and 5 prohibit the introduction in Qatar of plants and plant products afflicted by diseases not existing in Qatar. Article 7 entrusts the Minister of Municipality Affairs and Agriculture to issue resolutions related to the following matters: (a) prohibition to import living beings harmful to agriculture; (b) prohibition to import plants, plant products and soil containing organic substances and plant waste; (c) prohibition to export plants and plant products that do not comply with quarantine legislation; (d) requirements and conditions for the import and export of plants, plant products and sanitary certificates; (e) requirements and conditions for transit of plants and plant products; (f) requirements and conditions for exemption from taxes of plants and plant products; (g) definition of crossing points for plant consignments; (h) definition of the measures to be taken for prohibited plant consignments; and, (i) establishment of taxes and fees to carry out the measures provided for in this Law. Articles 8 and 9 contain offences and penalties. Article 10 entrusts the Minister of Municipality Affairs and Agriculture to issue necessary regulations and resolutions for implementing this Law.
