Abstract
This Law consists of 32 articles. Article 1 gives definitions and terms. Article 2 indicates permits and certificates needed to entry from outside GCC states. Articles 3 and 4 deal with procedures at customs and their exceptions. Article 5 defines the functions of the Agricultural Development Department of the Ministry of Municipal Affairs and Agriculture. Article 6 defines the functions of the judicial control officer, or inspector. Article 7 indicates the procedures in case of suspected risk. Article 8 regulates consignments of honeybees. Articles 9 and 10 deal with cases and rules of control inspections. Article 11 regulates times and measures to be followed by the competent department in case of reasonable risk for the introduction and spread of pests. Article 13 prohibits the importation of sand, soil or untreated and unsterilized organic fertilizers. Article 14 regulates the temporary presence on the territory of prohibited materials. Articles 15 and 16 regulate transit consignments, also in case of risks. Articles 17–19 deal with procedures for export or re-export of a consignment. Articles 20–23 indicate the measures to be taken by the Minister in presence of a quarantine pest on agricultural land, storage areas or at any other place. These measures include a notification to the General Secretariat of the Cooperation Council for the Arab States of the Gulf. Articles 24–26 specify powers and duties of the Minister in case of emergency or unexpected problems or to protect plant or environmental material in the State. Article 27 lists the prohibited actions in matters covered by this Law.
