Abstract
The Qatar National Vision 2030 is a nation-wide document that defines broad future trends and reflects the aspirations, objectives and culture of the Qatari people. It establishes the long-term outcomes for the country as a whole rather than the processes for reaching these outcomes, providing a framework within which national strategies and implementation plans can be developed.
The overall goal of the Vision is to transform Qatar into an advanced country, capable of sustaining its own development and providing for a high standard of living for all of its people for generations to come, to be achieved by facing 5 main challenges, that are (i) modernization and preservation of traditions; (ii) the needs of this generation and the needs of future generations; (iii) managed growth and uncontrolled expansion; (iv) the size and the quality of the expatriate labor force and the selected path of development; and (v) economic growth, social development and environmental management.
The Vision is based on 4 pillars related to development, as follows (i) human, aiming at having an educated and healthy population, together with a capable and motivate workforce; (ii) social, giving importance to social care and protection, creating a sound social structure and intensifying the international cooperation particularly within the framework of the Gulf Cooperation Council; (iii) economic through a sound economic management, a responsible exploitation of oil and gas and a suitable economic diversification; and (iv) environmental paying attention to the balance between development needs and protecting the environment. In particular, environmental degradation shall be reduced through (i) through investment in advanced technologies designed to minimize the damage caused by economic projects: (ii) avoiding rapid and unplanned growth; (iii) enforcing international standards for environmental protection when designing and implementing its industrial projects.
The Vision considers the environmental pillar increasingly important, as the country has to deal with both local issues, such as the impact of diminishing water and hydrocarbon resources and the effects of pollution and environmental degradation, and international issues such as the potential impact of global warming on water levels. To increase the resilience of livelihoods to disasters, the commitment is to assess the severity of risks and dealing with anticipated changes mobilizing capacities and coordinating efforts to tackle problems that arise.
