Abstract
The Parties will cooperate and take all appropriate legal, administrative and technical measures to, at least, maintain or improve the current state of the quality of border waters, prevent and reduce adverse impacts and changes that occur or may be caused. This activity is aimed at efficient protection against floods, ensuring the use of border waters within rational limits, for the purpose of drinking, industrial water supply and irrigation, as well as to cover other requirements. None of the Parties will carry out works on the territory of their own state, without prior consultation, nor will they take measures on the border waters, which would modify the drainage regime or their quality conditions. The Parties, through the measures taken both together and separately, will make efforts to reduce the pollution of border waters. The "polluter pays" principle and the "precaution" principle constitute the basis of all measures for the protection of the quality of border waters. The Parties shall cooperate in the following fields: (a) research, hydrological, hydrometeorological, hydrogeological observations and evaluating the results of these researches, as well as the exchange of data in this field; (b) joint research of water, in order to determine its quantity and quality; (c) drawing up water management balance sheets, taking into account the quantity and quality of water resources, as well as agreeing on the common assessment and classification of water quality; (d) protection of surface and underground waters against pollution; (e) protection against floods caused by floodwaters and high waters, internal waters, as well as the harmful action of ice runoff phenomena; and (f) the construction, reconstruction and operation of bridges, flood protective constructions and other hydrotechnical constructions.

Entry into force notes
This Agreement enters into force on the date of receipt of the last notification by which the parties are informed about the fulfillment of the internal procedures necessary for the entry into force of the Agreement.
Notes
This Agreement is concluded for a period of 10 years. The validity will be automatically extended for new periods of 10 years each, if neither Party notifies the other Party in writing of its intention to denounce this Agreement, at least one year before the 10-year term is reached.
