Abstract
This Decision of the Government concerns the organization, functioning and administration of the National Agency for Fisheries and Aquaculture (ANPA) established under the Emergency Ordinance 23/2008 on fisheries and aquaculture. ANPA is the principal national authority for fishery and aquaculture. It is a public institution of national interest, a specialized legal entity of the central public administration, financed entirely from the state budget, which is subordinated to the Ministry of Agriculture and Rural Development. ANPA shall perform a wide array of functions regarding the fisheries sector, including, among other things: a) Elaboration and implementation of the national strategy and regulations regarding; conservation and management of the living aquatic resources existing in the natural fish habitats, aquaculture, processing and organization of the fishery products market, fishing structures and aquaculture; b) implementing the Common Fisheries Policy; (c) management of living aquatic resources in natural habitats, except those in the Danube Delta Biosphere Reserve, managed by the Delta Biosphere Reserve Administration Danube; d) control and inspection; privatization. ANPA shall proposes designation of ports for the landing of fish and be involved in development and operation of such ports. The organizational structure of the Agency is set out in Annex No. 1. The Decision also specifies in detail duties and powers of ANPA and specifies means of control and supervision of the Agency.
